Members can choose the level that best fits their agency needs, and as needs change members are able to step-up levels. The Alliance offers three levels of membership participation; they are:

• Partners– a full membership jurisdiction participates in the governance of the Alliance has full access to all on-line portal services; fees are proportional pro-rata share of all costs associated with the Alliance based upon its population.
  
• Subscribers – a jurisdiction that has purchased a portal service(s) or application(s) through the Alliance but chooses not to participate in the governance of the Alliance.
